ACTA Confidentiality Requirements Revisited: Is The U.S. the Key Barrier? Michael Geist
After watching the Google DC debate on ACTA with its emphasis on the issue of transparency, it is worth revisiting the ACTA document spelling out confidentiality requirements among the negotiating countries. The document, which specifies the U.S. approach, discusses the confidentiality requirements associated with ACTA documents including marking the documents as “Confidential, Foreign Government Information, Modified Handling Authorized”, very limited distribution, and secure storage. Sources have confirmed that this document was adopted by consensus among ACTA negotiating countries.

eMusic inks Warner deal; plans for streaming Reuters
Music from artists on labels owned by Warner Music Group, the world’s third largest music company, will be available to U.S. subscribers of digital music service eMusic, the companies said on Tuesday. The deal will make 10,000 catalog albums from artists like REM, Depeche Mode and Aretha Franklin available for downloading. But the deal does not include newer hit records. The new deal is just one of the steps in a concerted plan by eMusic to expand its 400,000 subscriber base. Chief Executive Danny Stein said the company is in talks with label partners for new licensing deals to allow the website to stream songs to its subscribers similar to services like Last.fm and LaLa.

Poll: Most won’t pay to read newspapers online CNet News
Would you pay to read your favorite newspaper online? Most say no, at least according to a new Harris poll. With traditional print newspapers struggling to turn a profit, many have turned to the Web as a means to stay afloat. While some offer their online content free of charge, other papers have played around with subscriptions by charging readers a monthly fee. But that strategy may backfire, says a Harris poll released Wednesday. Among more than 2,000 online adults surveyed, 77 percent said they wouldn’t pay anything to read a newspaper’s stories on the Web. And among those willing to pay, 19 percent would cough up between $1 and $10 a month; only 5 percent would shell out more than $10 each month. [BIG surprise.]

E-prescribing tender cancelled Australian IT
Nine months after a tender aimed at resolving key management arrangements for new national electronic prescribing systems closed for consideration, the federal Health Department has quietly advised bidders by letter that the project has been canned. Department officials say the call for a consultancy to develop an e-prescribing and dispensing “benefits realisation and implementation plan” has been overtaken by recent events. A copy of the letter, seen by The Australian, was also published by health IT blogger David More. It says “the governance arrangements for electronic medication management will now be addressed within the scope of the broader e-health agenda”.

Amtrak to add Wi-Fi to some trains free, for now USA TODAY
Amtrak will offer wireless Internet service on the high-speed trains that ferry passengers along the busy Northeast corridor, in another bid to lure business travelers away from the airline shuttles. Wi-Fi access will be available starting in March on Acela trains traveling between Boston, New York and Washington, says Amtrak spokesman Cliff Cole. Initially, the service will be free.

Nintendo’s Wii becomes third console to stream Netflix Associated Press
It’s a triple crown for Netflix. Beginning in the spring, the Wii will become the last of the three current video game consoles to get instant viewing of Netflix movies and TV shows over the Internet. Wii owners who have a broadband connection and a Netflix subscription that costs at least $9 a month will be able to watch those programs with no extra charge. Nintendo and Netflix, which didn’t give an exact launch date for the service, announced the deal Wednesday.

Yahoo backs Google’s response to China hackers Associated Press
Yahoo Inc. supports rival Google’s threatened departure from China because of computer attacks that pried into the e-mail accounts of human rights activists. In a statement Wednesday, Yahoo said it’s “aligned” with Google’s reaction to the hacking that originated within China. Google has promised to stop censoring its search results in China, defying the country’s government.
