Twitter, Internet undermine Canada election rules Reuters
In this era of smartphones and the Internet, the federal elections agency is struggling to enforce a rule that bans the general broadcasting of voting results until all the polls have closed. As Canadians in four electoral districts spread right across the giant country cast ballots on Monday to fill vacant seats in the House of Commons, Elections Canada asked a newspaper to remove from its website a story revealing initial results from one constituency where voting had ended early. The agency did not notice reporters had been discussing the same by-election results on the microblogging network Twitter, which is accessible across Canada.

Wikipedia is under a censorship attack by a convicted murderer who is invoking Germany’s privacy laws in a bid to remove references to his killing of a Bavarian actor in 1990. Lawyers for Wolfgang Werle, of Erding, Germany, sent a cease-and-desist letter (.pdf) demanding removal of Werle’s name from the Wikipedia entry on actor Walter Sedlmayr. The lawyers cite German court rulings that “have held that our client’s name and likeness cannot be used anymore in publication regarding Mr. Sedlmayr’s death.”

Drug industry presses FDA to allow more online ads Associated Press
As federal regulators take their first tentative steps toward policing the wild west of medical information online, pharmaceutical companies are pressing their case to market drugs via Google, Twitter and other Web sites. The Food and Drug Administration will convene a two-day meeting beginning today to hear the drug industry’s position on Internet marketing. The agency has agreed to consider developing rules for online advertising after companies complained that the current guidelines for traditional media — which require a detailed list of possible side effects — have left them hamstrung on the Web. An estimated 83 percent of Internet users search for health information online, according to a recent survey from the Pew Research Center.

EFF Obtains Records from Behind-the-Scenes Negotiations on Telecom Immunity EFF
Today the Electronic Frontier Foundation (EFF) posted thousands of pages of records detailing behind-the-scenes negotiations between government agencies and Congress about providing immunity for telecoms involved in illegal government surveillance. The documents include drafts of legislation and communications between Congress and the Department of Justice (DOJ) and the Office of the Director of National Intelligence (ODNI) about amendments to the Foreign Intelligence Surveillance Act (FISA). They were released as a result of litigation that started back in 2007, when Congress first debated granting immunity to the telecommunications companies for taking part in massive, unchecked surveillance of Americans’ telephone and Internet communications. EFF used the Freedom of Information Act (FOIA) to request information about communications between the DOJ, ODNI, Congress, and telecom lobbyists.
